Some of Microsoft Corp.'s closest allies urged the software giant to
strike a deal in its antitrust case, but Chairman Bill Gates yesterday
said the government's demands and inability to reach consensus in its
ranks forced him to take his chances back in court.

Jury Summons Is Guilty of Confusion

The Los Angeles County court system has come up with a new jury summons
form so dense that even some judges can't make sense of it. The form,
resembling a cross between a mortgage application and a deli menu, has
generated a flood of complaints--including one from a Pasadena resident
called to jury duty: Judge Lance Ito. He filled it out incorrectly.

Lawmakers are among federal government's leading tax laggards

Internal Revenue Service employees can be summarily fired for nonpayment
of taxes, but not the members of Congress and their staffs who helped
write that law and owe about $10.5 million in unpaid taxes. IRS data
released Thursday shows that the nonpayment rate as of October 1999 for
the House was 8.4 percent, while that in the Senate was 7.5 percent.

US sues to recover federal health spending on silicon breast implants

The Justice Department sued on Friday to recover millions of dollars
spent through federal health care plans to treat silicone breast implant
injuries. It asked that the money come out of a settlement fund for the
thousands of women who were victims. The government asked the court to
halt settlement payments to victims who used Medicare or other federally
funded health care programs until the federal government gets reimbursed
for its costs.

District Leaving Disabled Students Stranded

LaKendra Nelson wakes up eager to go to school, but says she often can't
get there. About three days a week, her D.C. school bus shows up late or
not at all. When it does arrive, it sometimes lacks a lift to hoist the
wheelchair-bound child into the bus. She has no other way to get to
class and ends up stuck at home, sprawled on the living room carpet,
watching the Cartoon Network. LaKendra's case illustrates the continued
inability of the D.C. public school system to transport
special-education students to city schools. Superintendent Arlene
Ackerman last year fired the head of the transportation department and
promised improvements. But the problems have worsened, according to
officials and parents of students in special-education programs.

Court Upholds KKK Highway Rule

A court ruling that allowed the Ku Klux Klan to participate in the
state's ``Adopt-A-Highway'' program was upheld by a federal appeals
court Friday. The state transportation department said it initially
refused to let the Klan adopt a stretch of Interstate 55 in south St.
Louis because the Klan discriminated against people based on their
color, religion and national origin. A three-judge panel of the 8th U.S.
Circuit Court of Appeals agreed with a lower court's ruling that barring
the group was discriminatory and unconstitutional.

Law enforcement authorities are becoming increasingly worried about a
sudden, sharp rise in the incidence of identity theft, the outright
pilfering of people's personal information for use in obtaining
credit cards, loans and other goods. While identity theft is hardly new
-- con men have been doing it for ages --law enforcement officials and
consumer advocates say the Internet is making identity theft one of the
signature crimes of the digital era.

Oregon doctor fined for prescribing Viagra over Internet

An Oregon doctor was fined $5,000 and placed on probation for 10 years
by the state medical board for prescribing Viagra and other drugs over
the Internet to patients he never examined. Dr. Steven G. Moos
advertised and prescribed drugs for impotence, hair loss, weight loss,
arthritis and smoking cessation. The Board of Medical Examiners also
ordered Moos to sever ties to Web sites where he has dispensed medicine.

Federal Monitors Named for N.J. State Police

A former federal prosecutor and a criminal justice professor have been
appointed to monitor an agreement between the U.S. Department of Justice
and New Jersey that aims to eliminate racial profiling by state police,
officials said today.

An Orlando sex offender used a cell phone Wednesday to contact the
director of the Martin Treatment Center for violent sexual predators and
asked to be let back inside. Steven Klein's phone call and surrender a
few minutes later resolved what state officials described as a
"miscommunication" that resulted in Klein's accidental release from an
Orlando jail Tuesday evening.

Patient sued for cancellations

A dentist is believed to have made legal history after successfully
suing a patient who missed appointments. Christopher Knapp took Nell
Sanders Aspero, an American businesswoman, to a small claims court after
she twice failed to turn up at his surgery. She was ordered to pay £180
in compensation and costs. The British Dental Association said yesterday
that it believed that it was the first time that a dentist had taken a
patient to court for missing an appointment.
