The lawyer for the father of Cuban shipwreck survivor Elian Gonzalez
said Tuesday he feared that the boy's Miami relatives, who have so far
refused to give up custody of the child, would not hand him over
voluntarily. Meanwhile, the U.S. Justice Department said it planned to
send a letter to the Miami relatives later Tuesday telling them where,
when and how to reunite the 6-year-old with his surviving parent, who
arrived from Cuba last week to pick up his son.

$1.25 Billion Settlement Expected for Holocaust Survivors
US judge seen approving Swiss Holocaust pact soon

A U.S. judge is expected to approve shortly the $1.25 billion
accord that Swiss banks reached two years ago to settle claims they
never turned over money that belonged to Holocaust victims, sources
close to the issues said on Monday. Once U.S. District Court Judge
Edward Korman says the settlement, with modifications that will let
Holocaust survivors pursue claims for looted art and unpaid insurance
policies, is fair, a court-appointed Special Master can draw up a plan
in around a month to divide up the money.

100 New York businesses sue utility for $50 million over blackout

One hundred Manhattan businesses sued Con Edison for $50 million Monday,
saying the utility's discrimination and negligence led to a summer power
blackout that resulted in financial losses. Fernando Oliver, a lawyer
for the businesses, said the July 6 outage left more than 200,000
individuals and businesses in Manhattan's Washington Heights area
without electricity for up to five days. ``We will establish that Con Ed
was grossly negligent,'' Oliver said.

Counsel Keeps Clinton Investigation Open

Independent counsel Robert W. Ray considers the investigation of
President Clinton's relationship with Monica S. Lewinsky an "open"
matter and is actively considering seeking an indictment against the
President after he leaves office next January.

Microsoft may be stripped of rights to browser

Microsoft Corp. [MSFT] may be stripped of the rights to its Internet
Explorer Web browser as part of the remedy in the government antitrust
case it lost earlier this month, the Wall Street Journal reported in its
online edition on Monday. The Journal, citing people close to the case,
said the government is considering a proposal that would force Microsoft
to grant royalty-free licenses to Internet Explorer, opening the
programming code to customers and computer makers.

next week to provide public access to its decisions, argument calendars
and other information. The site opens April 17, with the

Fugitive postal couple arrested in bribery case
Miami Herald
Two veteran U.S. Postal Service managers who had been fugitives for more
than eight weeks are in the federal lockup this morning, charged with
receiving more than $1 million in bribes from a Weston computer
contractor they supervised. Jerry Lenn and Wanda Martinez, who are
husband and wife, were deported from Venezuela late Friday night. Each
pleaded not guilty Monday in Miami to one count of conspiracy.

Court OKs selling extra tickets at Fenway

When Gary Lainer was stuck with an extra ticket to the Red Sox/Yankees
game last July, he found what he thought was a reasonable solution: he
sold the $18 ticket at face value outside Fenway - and was promptly
arrested. But that can't happen to fans trying to peddle an extra
ticket to today's home opener, since a federal judge yesterday barred
Boston police from arresting fans selling Red Sox tickets outside Fenway
Park for face value or less.

Grappling in court: Wrestlers want to keep their mouths shut,
but defense lawyer wants them to testify

Pro wrestlers are fighting hard to stop a defense attorney from forcing
them to testify as defense witnesses in a high-profile Broward County
murder trial. Attorneys for some of the top stars of the World Wrestling
Federation and World Championship Wrestling are asking Broward Judge
Joel Lazarus to rule that the wrestlers know nothing about accused
murderer Lionel Tate and should not be dragged into the trial against
their will.
