California Department of Corrections violated appellant’s constitutional
rights by segregating inmates according to race, but his First Amendment
right to telephone access was subject to reasonable limitations, and he was
not entitled to a specific rate for his calls. The rate he was charged was
not so exorbitant that it deprived him of telephone access altogether.
