The court of appeals’ reading also makes superfluous 43 U.S.C. § 315h,
which entitles permittees to notice and "hearings on appeals." It therefore
"violates the cardinal rule of statutory interpretation that no provision
should be construed to be entirely redundant." Kungys v. United States,
485 U.S. 759, 778 (1988); see also Pennsylvania Dep’t of Pub. Welfare v.
Davenport, 495 U.S. 552, 562 (1990); Mackey v. Lanier Collection Agency,
486 U.S. 825, 837 n.11 (1988) (collecting authorities).
